Formal Japanese name 式神カード, formal English name Spirit Card; the popular/urban-legend term is 妖怪カード. They are the same thing. Akiha Yoichi co-invented it by digitizing old onmyo techniques with a collaborator on the scientific side.

Origin
Ancient onmyo arts + Akiha Yoichi's spiritual knowledge + technology from the scientific side → the Spirit Card. It was not Yoichi's invention alone.
